What is the Independent Living Program?
The purpose of the Division of Vocational Rehabilitation’s (DVR) Independent Living Program
is to promote a philosophy of independent living, including a philosophy of consumer control,
peer support, self-help, self-determination, equal access, and individual and system advocacy.
What are the goals of independent living services?
Services are provided to maximize the leadership, empowerment, independence and productivity
of individuals with disabilities. The services are intended to lead to the integration and full
inclusion of individuals with disabilities into the mainstream of American society.
What are Centers for Independent Living (CIL)?
A CIL is a consumer-controlled, not-for-profit local organization which provides at least four
core independent living services. There are 16 CILs in Florida.

• information and referral
• independent living skills training
• individual and systems advocacy and
• peer counseling to persons with significant disabilities.
What other services do the CILs provide?
Each CIL also provides other independent living services as determined by the needs of the
community and the availability of resources.

Florida Independent Living Council (FILC)
The Florida Independent Living Council is a statewide council established by federal mandate
and Florida Statute. FILC's purpose is to promote independent living opportunities for persons
with disabilities throughout the state of Florida. This includes the promotion of a direct service
philosophy that is consumer controlled and directed.

Florida Independent Living Council
Florida Association of Centers for Independent Living (FACIL)
The Florida Association of Centers for Independent Living (FACIL) is a networking, capacity
building, advocacy organization of Centers for Independent Living (CILs). Through advocacy and
coordination, FACIL will lead, strengthen and support the member Centers for Independent
Living, which serve persons with disabilities.
